As we all know, a country’s strong and sustainable development now depends on the government’s ability, and civil servants are the government’s power line messenger. Construction of high quality of the civil service to promote the government’s ability to improve, the civil service training is the foundation, which has become a consensus around the world. With the promotion for the concept of learning organization around the world, many enterprises introduce the concept to its practice. The Chinese government is now making a lot of major decisions for a large civil service training, which will greatly improve the quality of civil servants. But compared with developed countries, like the United States, there are some problems of China’s civil service training, such as lack of training system and the system guarantee, backward training methods, single training content, no innovation and the like, which make civil servants fail to keep pace with the growth of age. Therefore, optimization of the civil service training is around the corner. As the information society is coming, the construction of Learning-Oriented-Government is a conscious response to the current world development trend. The research on the training of civil servants in China, undoubtedly has important theoretical significance and practical significance. Starting from the theory of learning organization especially, this article focuses on issues, problems and solutions which the Chinese civil servant training is facing, in order to promote the further improvement of the civil service training in China, This article is based on the learning organization theory to study the Chinese civil servant training problems, and with the United States as a comparative object, there are four parts besides the introduction and conclusion:The first part is the introduction of the civil service training and the learning organization theory. Firstly, explain the connotation, the characteristics and theoretical basis of the civil service training. Secondly, the article will explain the origin, connotation and constituent elements of the learning organization theory and also the five practice model. Finally, this article will introduce the applicability of the learning organization theory research on the civil service training.The second part is comparative analysis between the national civil service training system and the American. Compared with the United States civil service training, this article will explore the training concept, system and practice to extract some reference to theory and practice. The comparative dimensions include training institutions, training concept, training content, training methods, training, assessment, etc.The third part is the analysis of the problems existing in the Chinese civil servant training, including the concept of cognitive, system and mechanism, etc. There are some misunderstanding on the idea of civil service training, such as diversified training institutions, uneven distribution of resources, regional segmentation, resource monopoly and department monopoly. The main problems includes the lack of a "Shared vision", the neglect of the "team learning", the difficult to change the "mental model" and the training effect is difficult to achieve "self beyond", etc.The fourth part is the improvement strategy for China’s civil service training based on the theory of learning organization. The first step is to establish learning idea and also to update the concept of civil servant training. The civil service training strategic position should be clarified and the design of civil service training system should be improved and the training atmosphere of advocating learning should be built. The second step is to reform and establish civil service training network, which includes building a diversified training subject, exploring market-oriented operation training project and also optimizing the resources distribution of the civil service training. The final step is to carry on the practice of "five" and to optimize the operation mechanism for the training of civil servants. Building a "Shared vision", focusing on the Chinese dream, and carrying out the "team learning" which will make the transition from individual to the organization and will improve the "mental model", make progress in ability and awareness, promote "self beyond", and also will achieve the business innovation and perfection of character. The systems thinking will help to build a learning public organization.This paper has literature research, comparative analysis and other research methods, with the purpose of the application of learning organization theory to civil service training. This fits the " Learning-Oriented-Government t" and "Chinese dream", which is a probable innovation in the study of the perspective. Besides, this paper is based on the perspective of comparative analysis between China and the United States, from the "Five Disciplines" to improve China’s civil service training methods, models and countermeasures, which also is a probable innovation in the research conclusion. However, because of my research ability and the limited conditions, there is a lack of research on the effect evaluation of civil servants training. Along with the continuous reform and development of the civil service training, the training organization, the implementation of the civil service, and the evaluation system of the civil service still need to be improved, which is to strengthen the research in the future.
