Facing the current fickle political and economic situation at home and abroad, the party and the government pays more attention to the construction of the talented civil servants team, especially the appearance of the reform program of the cadre education and training in2010-2020, it has great significance for improving the scientificity and efficiency of the construction of civil servants training system. At the same time, accompanied by an increasingly promoting government administrative system reforms, it is urgently needed for the innovation and upgrade of the civil servants training system. Therefore, in order to improve the effectiveness of civil servants training system, based on the combination of classical theory with practice and the two innovation points of abroad training experience, under the guarantee of comprehensive strengthening the theoretical basis of the innovation of civil servants training system.From macro to micro angles, on the basis of adult learning theory, the theory of organizational learning, training transfer theory and public personnel management theory, comprehensively use of the four research methods of the chart induction, comparison analysis, literature analysis and quantitative and qualitative analysis. Looking on the reality of the current civil servants training system and objectively make a comment on the present training system situation and deeply dig the training system problems, break throughly exploring the reason of problems by systematic thinking and a way of painstaking. Not only realized the causal connection between problems and attributions but also implied the inner link of both macro and micro dual levels. Also selected the four countries’training experiences from Russia, South Korea, Japan and Switzerland to realize the preparing for the two big innovation supporting point of the innovation of civil servants training system. It is based on this and emphatically realize the innovation of civil servants training system from macro to micro angles. On the one hand, from a macro point of view, the government based on the learning type which organized culture construction as the pioneer and take the management mode of flattening training project for the blood which is based on the cycle of supply and demand chains, taking the procedural construction in the whole courses of training as the beacon, taking the results migration and the recycling used mechanism as the development ladder, then realize the special macroscopic innovation network throughout the civil servants training system. On the other hand, from the micro perspective, realizing the combination of the training content generation and selection, the flexible methods combination, the training projects management pattern, ensure that the ductility development of the micro system innovation under the framework of macro system innovation. At the same time, improve the effectiveness and flexibility of the innovation countermeasures and supply referable research points for the circulating development of the civil servants training system based on the double levels of theory and practice through the empirical analysis of Nanning City civil servants training system.
