Talent problem is a key issue in the party and national business flourishing. In thisday and age, the further development of economic globalization, knowledge economy,science and technology are advancing with each passing day, only to grab talent highland,to walk in the time front row, realize national rich and strong, rejuvenation, people’shappiness. Civil servants are the backbone of the party and national undertakingdevelopment, in recent years, with the promulgation of "national civil servant law,although the system of civil servants employed continuously towards legalization andstandardization and scientization, further expand the number of civil servants, greatlyimprove the overall quality, but due to various causes of brain drain phenomenon is stillserious, high-quality talent accounted for the proportion of civil servants in general is stillnot high, especially in less developed areas of the economy. Therefore, economicunderdeveloped regions in absorbing social talents into the civil service is very importantand urgent, has increasingly become the important strategic task of the local economic andsocial development.Combining with the condition of huaihua city, hunan province, the economy ofunderdeveloped regions in absorbing social talents into a deep research into the civilservice issues. This article mainly on economic underdeveloped regions in absorbingsocial talents into the related concepts of civil servants on the basis of the comparisonsystem analysis, reveals the economic underdeveloped regions in absorbing social talentsinto the significance of the civil servants, and in huaihua city, hunan province to absorbsocial talents into the current situation of civil servants, on the basis of the currenteconomic underdeveloped regions in absorbing social talents into the existing problemsand main reasons for civil servants has carried on the comprehensive analysis, finallyproposed the economic underdeveloped regions in absorbing social talents into the civilservice policy Suggestions.
