Village Organizations Of Undeveloped-region And Rural Governance

The implementation of villager autonomy system in the rural area has provided not only an unprecedented space of self-governance and development for the most peasants but also the great power for the development of rural economy and society and the growth of grass-root democracy. However, there are also many difficulties and challenges in the operation of the governance system on the basis of villager autonomy system. Due to the economic backwardness and the lack of democratic concept there, the village governance in those undeveloped-regions is especially worrisome. So this paper made a case study on the village organizations of Yuyuan Village Wuyi County in Zhejiang Province. Through making investigation on the way of making decision about the daily and important affairs, the adscription of tourism company in the village, the dismantling and merge of the elementary schools and the construction of the village, we mainly review the relation among the village organizations, the relation among the villages and the relation between the cadre and the people, analyze their problems and reasons, and make suggestions to improve them.Generally, the difficulties in those undeveloped-regions are summarized as follows: the operation of the village organizations and the village governance is not so smooth, the village organizations haven't played their role completely, the relations between the cadre and the people are in tension and so on. These are caused by the incompleteness of the legal system and the village organization construction, the people' lack of democracy concept and civism and so on. So this paper try to make some proposals to improve the village governance in terms of accelerating the legalization of village governance, strengthening the self-construction of village organization, cultivating the villagers' democracy and legal concept and civism, increasing the villagers' participation of decision-making about the village affairs and making the publication of village affairs into practice and so on.
