The Central City Area Regulation Mode, And Related Institutional Innovation Research

In the development of our country's social economy, some prominent regional control problems, such as regional competition, regional coordination, regional economy sustainable development, etc. have being called attention of the society, party and government seriously. While the problems of regional control are received less economists' interest compared with the other two main contents of national economy control, the quantitative control and structural control. For China is in the transition period, the market system is being perfected, regional development is unbalanced and the structural dislocation of property is rather serious, etc., quite a few scholars deem that regional analysis is the important part in the macroeconomic theory of China and it can't be substituted by the other two.From the special organization model of regional control, normally we have three selections. They are administrative area control model, economic area control model, and central city control model. Our country had definitely put forwarded that we should act according to the inherent connection of market economy law and the natural features of geography, break the limitation of administrative divisions and then gradually form seven economic regions going beyond provinces and cities. All this is done under the basis of economic layout, central cities and important line of communications. The instruction showed clearly the orientation for our country's national economy grade control, and it's the main idea of China's economic control in several years afterwards. Just under the background of the idea, I choose the research subject about organizing and controlling regional economy by central cities, trying to discuss some of the problems for transferring the control model from administrative division control model to central city control model under the market economy from my thorough systematical analysis, especially the theoretical basis and the needed innovation of relative economic system for the new model. Thus my thesis would provide policy-making basis for national economy control model accordance with the condition of our country. At the same time, the thesis has its theoretical significance in broadening the research thoughts for China's regional economy and enriching the theoretical system of relative subjects.The thesis takes the central city as the research object, laying stress on central city'sreasonable connection and it's important role in organizing regional economy. I write the thesis on the basis of using a lot of relative research outcome and depending on regional economic theory, urban economic theory and macroeconomic running and controlling theory, etc., also the research method of combining the standard analysis and positive analysis. In the positive analysis, I especially pay attention to combining the logical positive analysis with the experiential positive analysis or case study. I mainly research the necessity of constructing central city control model, its basic framework and the needed innovation of the main system under the condition of market economy. The said new model accords with the inherent demands of market economy and objective law of regional economy development for the national economy control in China. Furthermore, I analyze the possibility of Zhengzhou's growing into a large regional central city and discuss the countermeasures of regional economy control for Economic Circle Surrounding Zhouzhou.
