| Urban water supply is the important basic facility and the basic substantial condition for urban production and citizen lives, which is wanted but cannot be replaced, and it is also the important guarantee for the development of urban economy. More than 20 years since after the reform and opening to the outside world, large amount of funds have been invested to develop the urban water supply facilities by the State and governments at all levels, and one after another modern urban water-supply projects have been completed and put into operation successively. Great achievements have been made in water-supply industry. Meanwhile, the State and governments at all levels set up administrative authorities to strengthen the management for urban water supply by establishing relevant stipulations, rules, guidelines and policies to promote the management level of the industry, advance technological progress, implement reform, broaden the opening and exchanges and cooperation with foreign countries, which is beneficial to the development of urban water supply.In recent years, with the curtailment of flux runoff of the Yellow River, Zhengzhou has become one of the cities being short of water badly. In addition to the threat of living sewage, industrial wastewater and rubbish, the water-supply conditions of Zhengzhou is urgent day by day which reveals the problems of single urban water source and low rate of water-supply guarantee. At the same time, due to the lack of water source, a problem on how to use the limited resource fully, scientifically and rationally and how to ensure the urban water supply ultimately has come into our view. Besides, with China's entrance into WTO, the restructure of the head company, the entrance of foreign water supply andthe means of how to carry out the water supply by quality...... all these render us an excellentopportunity and a fierce competition as well.In this situation, it advances a series of original ideas on the development strategy for Zhengzhou Water-Supply Head Company by analyzing the inner circumstances of Zhengzhou Water-Supply Head Company- analyzing the reform and outer circumstances of the enterprise-threat, chances, sector competition and rivals combining with the concrete conditions of Zhengzhou City in the article.The originality of the article mainly included in Chapter 2, Chapter 3 and Chapter 4, and the detailed can be seen:1. Since the review from the "Urban Water Supply Doubling" Project to perfect the urban water supply in 1989, Zhengzhou Water-Supply (lead Company has made great achievements on the aspects as the facilities in the Water-Purifying Factory and the innovation of urban piping network and all pointed out some deficiencies in the previous process of development by combining with the theories and performances of researches both at home and abroad. Though these issues have drawn the attention of some scholars, they haven't been worked out systematically. It is the first time for these issues to be stated systematically in the article by advancing the existing problems and the underlying problems in the development strategy of Zhengzhou Water-Supply Head Company.2. After advancing the problems, via the research on the issues of the development strategy of thecompany--analysis on the inner circumstance (the system reform of the company) and the outer circumstance--threat, chances, sector competition and rivals as well, it is thought that it should begin from the following aspects in such a situation in the article: to realize the enhancement of competition through constant system innovation and management innovation.
