Actual Administrative Behavior

The study of administrative factual act is a new focus in the research of administrative law. The dissertation is composed of six parts. It mainly discusses such problems as the meaning of the study of administrative factual act, the theoretical origin of administrative factual act, the definition and legal value of administrative factual act, the classification of administrative factual act and how to control administrative factual act and how to give relevant relives to citizens suffered by administrative factual act. From such arrangement, the author tries to reconstruct the institution of administrative factual act.
