| The ear of globalization of economy, which includes globalization of trade, of finance, of technology, and of manpower etc., came in 1980s. Area Integration develops ceaselessly and cosmopolitan organizations of economy play more and more important roll. Accordingly, the globalization tide brings the government new requests and challenges.Professor Zhu Lijia of National Administration Institute said: " the competition in 21st centuryis more like the competition between governments than that between companies. Because thecompetition in modern times is the competition of system and management." Only when thegovernments of every country in the tide of marketing economy plan to carry out administrativereform based on the market, boldly and resolutely, and combine marketing system withgovernmental system in order to displace disadvantages of the latter with advantages of theformer, can they improve their core competitiveness macroscopically. Consequently, they will beable to set theirselves at an invincible position in the international competition.The unity of Germany in 1989, and the disintegration of The Soviet Union in 1990 ended the longlasted cold war between the west and the east, and caused drastic changes in the internationalpolitical order. The international order, changed from the ideology-centered to the economicalefficiency-centered during that time, especially in the aspect of economy. With the appearance ofWTO, almost all markets opened step by step and formed "infinite competition" during countries allover the world.By the change of globalization, informationization, localization and management, how to improve handling ability is to be said the essential factor of the international competition during the time of infinite competition. Thus countries all over the world realized that the current administrative system could not meet the need of sharp changes in the 21st century. They began to adjust the government, and reform and reunite the administrative organization.Some developed countries have already carried out some innovations in order to adapt to the drastically changing administrative environment. It should be the same to China and Korea which geographic positions are near and cultural background are similar to each other. Recently, China joined WTO successfully. Under the principle of external opening and internal reforming, Chinaneeds to carry out administrative innovation and government reorganization. As for Korea, because of the terrible economic crisis in the end of 90s, Korea too, needs to speed up economic increase, revise nation-developing strategy and carry out governmental organal innovation according with the time of internationalization. Both governments of China and Korea should carry out administrative innovation and simplification of governmental structure resolutely, to separate government from company and to make responsibilities and authorities consistent. Both of them should be down-to-earth, and readjust the roll of the State Council and reduce the manpower by a big margin under the rule of legal system.After President Kim DaeJung came into power in 1998, Korea made much administrative innovation and simplified administrative structure taking the improvement of national competition and quality of the peoples' life as a starting point.Although China and Korea have carried out such reform, the corruption of bureaucrat and the privatization of public employment did not disappear completely, and the national competitiveness of Korea has declined gradually. Therefore the reform of government has not been consummated yet and more reform in a lot of departments is needed still.According to such circumstances mentioned above, this thesis, taking new public management as base, has discussed thoroughly about innovative plan and its result of China and Korea.
