Among which the role and influence of culture as a "soft power" on the situation of international politics rizing ."the Clash of Civillization" put forward by the famous scholar named S. Hungtionton as a new point of view about the culture in the future international relations starts an upsurge of political research. There aroused a controversy between two different issues: "the Clash of Civilizatin" or "the Fusion of Civilization" . But with the development of economic globalization and establishment of regional economic unions, the communication of different countries reached to a new high level. The great economic achivement of some countries and areas strengthened the consciousness of common civilization. The fusion of culture as a new tendency is becoming more and more important. The fusion of culture becomes an important method to promote the peace and development of the world. It is based on the common understanding of the fusion of culture that every country has adopted some steps to promote the fusion of culture.
