China is now in the course of turning planned economy into market economy. There is no doubt that the present system of supervising administration, which is adapted to planned economy, is ineffective. This can be proved by the fact that more and more government officials have been found corrupt. Obviously, there are fundamental defects and systemic faults in the present system of supervising administration. Therefore, it is urgent that we construct a new theory, which is fit for socialist market economy, and then reform the present system of supervising administration.This article applies the method of interest analysis, which fits the requirement of market economy most, to analyzing the theoretical grounds, developing history and fundamental defects of the present system of supervising administration. Furthermore, this article also puts forward a systemic plan for reforming the present system of supervising administration.This article is divided into four parts:Part one generally introduces the meanings and features of supervision and supervising administration, and then indicates the necessity of setting up a system of supervising administration.Part two, firstly concludes scientific connotation of interest, deduces a supposition of self-interested person; then demonstrates the truth and generality of the supposition; this part also applies it to the field of supervising administration, leading to three mainstays of the theory of supervising administration.Part three reviews the developing history of the present system of supervising administration, then deeply analyses all sorts of forms and means of supervision, while pointing out their own defects.Part four applies the method of interest analysis to the subject, raises some reform measures on how to innovate our nation's system of supervising administration.
