Shenyang is honoured as "Industrial Equipment Base" in China and "Eastern Raul" in the world, his mechanical producing industry is a wonder in the last century. But since the end of 1980s, the "Industrial Equipment Base" has been on the wane. How ot make Shenyang strong and powerful again is a historical subject for Shenyang people in recent years.It has been proved by trend of world economic development that mechanical producing industry is the base for the development of a country and an area. In the past 20 centuries it was mechanical producing industry that brought economic development and market prosperous to USA, Japan and Europe. Someone frankly said, "developing mechanical producing industry is a forever theme for mankind. Mechanical producing industry is the first industry for mankind forever." Mechanical producing industry is a main area to obtain employment. It is also an important base to develop employment level for an area. Mechanical producing industry is not only a carrier for high-tech, but also a motive for high-tech. In modern world high-developed mechanical producing industry has become an important mark to judge the country's economic power and technical level. It is also an important factor for a country and an area to win the competition in the world market. So developing Shenyang industry has become the most urgent thing.For years' developing Shenyang has become a complete industrial system by making mechanic, electronic, medical, chemical, automobile, environment-protecting industries as polar industry. Shenyang Industries includes aviation, building materials, light industry, textile, coal, and so on. Shenyang Industry has strong technical base. Among 544 industrial categories in our country, Shenyang has 305, occupy 56.1%. In the enterprises of mechanical producing ones, Heavy Mechanical Group, Mineral Factory, Power Transformer Factory, Water Pumps Factory have become important enterprises in Shenyang. The enterprises contribute much to Shenyang economy.Because economic reformation needs long time to go, some problems are still need to be solved. Now Shenyang mechanical producing industry is not suitable for the market, reflects as: enterprises' construction is in disorder, re-construction conditions are exist, products' structures are unreasonable, quality is not steady,technology is low, development ability is weak. Structures between areas' are identical, products have no special features. All these because of management system and policy problems. First is because of different management between the center and area; the second is because of reconstruction; the third is because of development ability and fund are not enough.In this condition we should develop Shenyang industry in five steps: the first step is regard high-tech mechanical producing as base; the second step is organizing industrial group, developing self-developing ability; the third step is using modern IT systems, building industrial valuable internet; the forth step is building co-operation relationship with Europe and USA, Russia and Korea; the fifth step is to improve investment environment, absorbing foreign countries to invest in Shenyang.Mechanical producing industry is a complicated engineering. Through hard work of government, Shenyang will become first class "Mechanical producing Base" in China. We believe "Chinese Industrial Equipment Base" will come back again in the near future.
