Study Of Administrative Law Enforcement Responsibility

The liability system of administrative law enforcement, as a new one, is a certain result of social transformation in 1990s'. It is beyond doubt that the formulation and implementation of the liability system of administrative law enforcement plays very important roles in advancing the administration by law of the governmental entities . Under the influence of negative factors, it hasn't been studied in theory profoundly and comprehensively and has lots of defects in practice. Therefore, the theoretical research has necessity and urgency of the day, viewed in terms of the general plan for building up a state of socialist legal system to administer the country according to law.My paper has four parts. One, Seeking the system's origins. To discuss its features, I'll analyse positively its producing causes and development. Two. Essential theories. To raise theoretical foundation to study the system profoundly, I'll analyse its theoretical basis and conception, primary principle and legal institution. Three. Investigation and analysis. To discuss its success and experience, point out its problems and put forward my proposal, I'll make some positive analysis of the methods in carrying out the liability system. Four, Constructing a liability system with Chinese character. To advance our Chinese ways, I'll analyse the system's naturalization, environment of implementation and current pattern.IN China, the system is in its early days. It requires that we not only research the theory profoundly, but also take measures to perfect every terms in respect of making innovations.
