Public Policy Research, Chinese High-tech Industry Development

The aim of the article is to analyse the concept and character of hi-technology industry, on the base of which is to bring forward the importance of government activity which gives priority to support and develop hi-technology.The article not only introduces foreign experiences, but also analyses the development of hi-technology industry and practices of government in this aspect in China. Through drawing lessons from certain experiences, the article puts forward the main policy orientation of Chinese government who needs to be completed in the future.Hi-technology industry comprises the hi-technology product and the hi-technology enterprises. In comparison with traditional industry, it has special character such as high-intelligence, high-investment, high-profit, high-venture, high-speed and high-competition. The concept of hi-technology is the industry group which produce hi-technology products with hi-technology such as information-technology, biological-engineering and new material etc. Because hi-technology industry has also the character of public products, government activity in this aspect is very important. The policy government support can settle the obstacles which enterprises will meet in the process of technology innovation and are brought from the characters of hi-technology itself. Moreover, government activity can not only make up the shortage of market-disorder, but also lead to development of hi-technology industry and provide steady and stimulating circumstances.The rapidly-developed hi-technology industry is an important foundation of the knowledge economy development at present. It is an important government activity which gives priority to support and develop hi-technology industry. Many governments have already put into action and been accumulating a lot of experiences.The article consists of four chapters. The first chapter discusses the concept and characters of hi-technology. Furthermore, it points out the importance of the policy government support to accelerate the development of hi-technology. The second chapter mainly introduces foreign government activities hi this aspect and concludes their experiences. In the third chapter, one part introduces the developing conditions and the policy government support in our country, the other analyses the problems in the process of our practices. The fourth chapter puts forward related the policy government should complete in the future. In this chapter, the article also suggests the policies government support will make improvement in several undermentioned aspects: 1. Setting up valid financial support system 2. Consummating revenue policy 3. Completing investment and financing system, reinforcing venture-investment system 4. Improving the protection of intelligent industry right, reinforcing policy of technology development 5. Rapidly carrying out strategy in personal resource 6. Reinforcing technology legal constitution 7. Actively supporting small-scale enterprises to develop hi-technology.
