the reform of power industry is going on wildly beating gongs and drums in the power fields all over the countryaccording to our country's reform demends,----that is "breakthe monopoly, separate the factory from the power network, introduce the competition " . Power industry is the basic industry of national economy moving. Electric power is a special consuming product, it has a great influence on national economy and people's life. Therefore it requires electric power enterprise should bring forth new ideas in the management during the course of reforming.The managing state of changsha electric power bureau is a miniature of electric power managing state all over the country. This paper deals with five basic trains of thought of changsha electric power bureau during the course of reforming, that is bringing forth new ideas in thinking concepts in managing system, in organizing institution, in managing methods and in basic conditions which uses the theory of bringing forth new ideas of managing on the basis of analyzing the eight aspects of changsha electric power bureau's inner resources ( saling management, financial management, productive management, scientific research and exploiting management, human resources management, enterprise's cultural management, multiple running management and informative management) .The basic demands of power supply enterprise's reform is that power supply enterprise break the monopoly, introduce the competition, lower electric price, improve services and enhance efficiency. The key of power enterprise's developinghealthily is setting up modern enterprise's managing system and strengthening enterprise's managing innovation. The managing innovation trends which are discussed in this paper has some reference value to the electric power enterprise's managing innovation and their reform.
