In the past 20 year, we can see the process of Chinese economy development, and most of the manufacturing industries, businesses experienced an initiative which is outward to inside the market-opening, caused the competition mechanism. The point of departure of Chinese development of industry electric power is basic up a " planned economy mode", and still reserved the planned economy's basic characteristic. But the result of monopolization is, the price distortion, and the bad management, efficiency is low, neglect the customer, neglect the poor people, and neglect the environment.With the development of the system technique of electric power along with the high and new technology in 1990's, and it has created the term of reform. In March 2002, the State council formally granted the The project of the reformation in electric power system. Total target of the electric power system reform is to break the monopolization, and introduces the competition, and lifts high-efficiency, declines cost, establish the fair competition, fair competition, publicly competition of unity the market structure and form. Therefore, the electric power business enterprise must change with the management mechanism that the current system does not go with the business process.My target of study is LeShan Electric Power CO,LTD (LEP), it belong to the electric power profession, process and management of its business to operate the mode to have thecertain representative, at the same time ,LEP has also experienced the partial fierce competition in electric power market ,the weakness of LEP is also in almost business enterprise of all electric powers.This text is under the background of information technique, the development and reform of the national electric power system, let the LEP as a research object, study how to the BPR theories to leading the reform of electric power business enterprise.This is the thinking of my thesis: lift wrong, analysis problem, problem-solving .At first, I introduce the research object-LEP in Chapter 1.Put forward the problem, analyses the problem, and find out the key point, so that it causes the study of BPR. In Chapter 2, I introduce the theories tool- BPR. BPR is Business Process Reengineering, and is a rise of the beginning of 1990's in the United States, later on, it has become a famous theory of .I introduce the basic concept of BPR, content, type and so on, so that carrying out of BPR will be ready.Despite the fact that business process reorganization has become the world wave tide, and has the many abnormality the case example, but it still has to exceed half of business process reorganization failure or can not reach the target. How to measure matter, it is complex, we can't completely measure the input and the output, and also without a standard, therefore, it is very important to put process into practice.In Chapter 4,I design the process of management for LEP. But in Chapter 3 and Chapter 5 then using the large quantity space to analysis why the LEP must carry out BPR, studying the risk and how to avoid it, and evaluating the effect of IT technique in the business enterprise process reorganizing objectively.Whole argument process is always around the theories of BPR how to lead electric power business reform, this is a main line, I hope to set up a method system that makes BPR used in electric power enterprise successfully.
