Comparison Analysis Of The Establishment Of Modern Enterprise System And Its Methodological Study

Statewned enterprises(SOEs)are the mainstay of national economy,the reform of Statewned enterprises is the central part of the whole eco nomic reform,it is critical to the reform. The reform of Statewned enterprises over the past twenty years has made significant progress,but many enterprises,especially some large and mediumized SOEs are difficult to meet the need of the market e- conomy.Noticeable improvement has not been made in the operational s- ituation of SOEs.The relationship of the production and power has not been made smoothly.There is no clear boundary between the right of production and power has not been made smoothly.There is no clear b? oundary between the right of production and responsibility.The problem of the separation of government fund and enterprises has not been set tled.As the increasing role of mechanism of the market economy and th- e development of the other economy system of ownership,the appear- ance of the relative surplus economy,the extension of the open door pol- icy,our SOEs are experiencing the great pressure of the market competi- tion form domestic and abroad.Since the internal of SOEs has not for med an adaptable management mechansim,it is the important reason of the loss of state fund and a bottleneck of the market competition.The foundation of modern enterprise system,to certify the enterprise legal p? erson and fund management right,to reform and rebuild Statewned c- ompany are the critical problem of our country economic reform,they are also a theoretical and practical subject that should be studied and s- ettled. A comparison method is used in this article to the mentioned prob lems.Based on the modern enterprise system theory method which is de- fined by the developing countriese,studied the problems and obstacles fa- ced by our enterprises running under the condition of market economy, drew some basic ideas from them,provided the design of target for our modem enterprise as well as the way and the methods to fulfill it.
