At present, the essential features of the state-owned enterprises management structure may be summarized as "inner managers control and is affected by the administration". This may be illustrated as "enterpriser vacancy". "Enterpriser vacancy" is the result of the reform of the state-owned enterprises, which did not go deeply, and did not change the traditional mode and system of organization, especially, did not reform the system of the enterprise property rights. Under the circumstances of the "enterpriser vacancy", "the property rights shortage" and "the return of the control power" bring about inefficient and the resource losses. When lots of economists play a position role in the study on the reform of the property right of the large-middle-sized state-owned enterprises, the Author thinks it is very essential that we study the reform of the property right of the little collective enterprises that are detached from the state-owned enterprises, and after reform, detach them thoroughly from the state-owned enterprises, evaluate the assets, clarify the ownership, and establish the modern system of the enterprises and develop them. This is also very helpful to the reform of the state-owned enterprises.For this purpose, in this article, the author studies how the little collective enterprises reform and how they establish the efficient modern enterprise system after the reform.This article applies theoretical discussion and example analysis of cases. In this article, first, the author discusses the current situation of the little collective enterprises; second, the questions needed to be solved during reform, and the methods of the reform are discussed; third, how to establish the modern enterprise system is studied in the paper. By discussing the inspiring methods, the author designs a method to solve this problem according to the expect rights theory and the current situation of the littlecollective enterprises: i.e., assets is small; the income of the staff and workers is not enough, and difficult to distinct the property right of the little collective enterprises, etc. Finally, according to the current situation of the a printing house of X research institute, the author designs a method(or a example) to show the process to the readers and hopes this example may give readers some deep thinking about the reform in the small collective enterprises.
