Study Of The Functional System Of International Tourist City

International tourism destination city,as an important type of international cities,has been chosen to be the development target of quite a few cities in our country because of its significant effect to both international tourism development and cities internationalization. The establishment and improvement of city function system is the prerequisite of an international tourism destination city. "People-foremost" should be made as the guideline of city function system development.Requirements of international tourists and residents to the city products determine the elements in the city function system. The elements can be classified into four grades according to the importance of their influence on the whole function system. On the base of the results of correlation analysis on the data obtained through a questionnaire survey on tourists and residents,restraining elements and promoting elements can be divided. City function system of international destination cities thus can be defined as the structured system composed of inter-affected elements,which complete the essential function of an international destination city.Comparing the function system of Hangzhou with the international destination cities,there are still some problems:insufficiency in the promoting elements,the lack of intension development of tourism function elements,conflicts between tourism function and living function etc.. Some suggestions are also advanced to help the settlement of these issues:to set up function-oriented MBO system,to balance the development of elements for tourists and citizens,to endow the critical elements with priority of development and maximize the benefit of limited resources. The following actions should be taken:to strengthen the management of integrative environment,to balance the development of tourism function and living function for residents,to establish the city information system,to make greater effort hi city marketing.
