With the increasing domestic demand of petroleum and natural gas, and also the obvious advantages of long-distance transportation pipeline in transporting petroleum and natural gas, the petrochemical industry are speeding up the construction of long-distance transportation pipeline. So the construction of pipeline steps into climax. As one of the major forces of Sinopec in constructing long-distance transportation pipeline, JOCEC hopes to take advantage of the opportunity to the better its long-distance pipeline construction and obtain a new point of economic increasing.JOCEC has some problems in constructing long-distance pipeline because of the influence of planned economy. The author analyzes the status and find out the problems of JOCEC in constructing long-distance pipeline, and concludes that JOCEC must arrange the long-distance pipeline construction according to the project management mode in the socialist economy. And according to the actual status of JOCEC, the organization structure form > construction target control (process, cost, quality, and safety) and production element management(man, machine, material, technology) which should be adopted by JOCEC are designed under the project management mode. All of them can be used directly adopted by JOCEC in long-distance pipeline construction projects and also be useful for other construction projects.
