Since ancient times, our country is in a planned way of Long-distance waterdiversion project for planning and construction, because these projects of long distance, largescale, complex technology, involving in many areas, etc, the management is facing serioustest in dealing with public emergency. In2006, the State Council issued a notice named“Opinions on the overall strengthening of emergency management”. Higher request to theemergency management work of various industries and various units was put forward. In the21st century, the management will be developed to the direction of synergy. In this paper, theidea of synergetic theory is introduced into the study of public emergency responsemechanism about long-distance water diversion project, the main contents include thefollowing aspects:(1) This paper studies synergetic connotation of public emergency responsemechanism in the Long-distance water diversion project, it gives the concept of synergy andanalyses the system on the synergetic characteristics. According to the definition andcharacteristics of order parameter of synergetic theory, reveals a number of order parametersthroughout the emergency management system.(2) This paper analyzes the necessity of cooperation, and analyzes the unilateral andbilateral two kinds of models by the Logistic curve equation by the transformation of thebasic evolution equation of synergy. The collaborative construction mechanism of the twosubsystems has been clear.(3) Combined with a Long-distance Water Diversion Project, has been clear aboutthe institutional responsibilities, compiled the response procedures, and the emergencyresponse guarantee measures are put forward.
