Jinan Steel is an integrated big-size enterprise with 37000 employees. During the last few decades, its training system has undergone three stages: compensation education, position training, and MBA projects training. Up to now, even the content, methods of training have been changed a lot, all the forms have not yet been discarded from planned economy system. Especially the thoughts still remain focusing on pursuit of quantity, therefore the training results can not be guaranteed, and lack of focalization and actual effect. So the staff have not regarded the training as a pursuit and welfare for their own. It is just the problem that we want to solve here.Through analyzing the above-mentioned problems, and the result of 25531 employees'inquiry of basic individual value and 4500 employees' inquiry questionnaire, we grasp the trainees' feature and requirement basically. So we have established the new training projects and development strategy with guide of modern training theories.The new training system uses systematism, and consists of need investment, target decision, planing and implement, and results appraisement five processes. It starts with requirement analysis, utilizes appraisement, emphasizes meeting the training requirements and the training results. To be suitable for the new training and developing system, it also gives programs restructuring. Especially the setup of developing sector under the Human Resources Department ensures that the analysis of requirement investigation and the appraisement of training results can be put into effect.
