Based on the situation of our country, combining the inherent law of the economic development and in light of the development of the shipping industry, the dissertation analyzes the international shipping policy of our country. Since the foreign shipping policy is a part of the international environment faced by our shipping industry and can be referred to when China stipulate the policies. The dissertation also does research to the shipping legislation of some large countries such as E.U and America, and by comparing the domestic and international policies, the dissertation aims to give some advice to our country' s shipping policies.The dissertation can be divided into four parts. The first part expounds and evaluates the development of the shipping industry and the evolution of the international shipping policy from the Opium War to now. After the establishment of PRC, China' s international shipping policies have changed a lot from the period of planned economy to the market economy. The shipping policy in the former period was with great planned economy characteristics. Since the government protected and supported the shipping industry without opening the market to the outside world. After the adoption of reform and opening to the outside world, with the reform of the management mechanism, great changes have taken place in the international shipping policies, with enterprises separated from the government, the shipping market opened to the foreign countries and the protection to the domestic shipping industry reduced. So our country' s shipping policy becomesmore adaptable to the market economy as well as to the international customs. In this part, the author also discusses and analyses the development trend of the international shipping industry and the influence it will exert on China' s shipping industry. And the author also expounds the commitment that China has made in the WTO negotiations, the changes that will take place in China and the influence caused by the China' s entry into WTO and the relevant countei梞easures.The second part is about the establishment of the international policy system. By analyzing the aim of modern shipping industry. I discuss the principle of China' s shipping policies which will ensure the feasibility and scientific nature of the policies. In this part the meaning of the legislation of policy and the current situation of the shipping industry are also mentioned.The third part is about the shipping legislation of the foreign countries. The part focuses on research of the America' s legislation of foreign management which is comprehensive and rather perfect, and the legislation on shipping industry of Europe which has a long history of shipping industry and plays an important role in the globe' s shipping market. Also it has done some research on Korea' s shipping investment law. All the research is done to get inspiration and use the experience of other countries in making shipping policy.The fourth part is about the legislation of China' s International Marine Regulation. According to China' s shipping management , I advice we refer to the measures taken by the FMC i.e. to establish specific supervision institution. Since the special features of the competition in the international shipping market, we should stipulate the regulation on China' s international market competition in particular.In this part I also discuss the background, content and the meaning of China' s International Marine Regulation.Ma lingping (international law) Directed by Prof .Yao Hongxiu...
