| It exists various concepts about whether urbanization still follows the pattern "control severely the size of large cities, enlarge middle cities rationally, expand small city positively, and set up small towns largely ". But it is seldom to study the problem on the angle of relation between urbanization and the development of tertiary industry thoroughly and systematically. This dissertation does the job using the example of Pearl River delta after reform and opening. And I hope I can draw some conclusion from this research to provide reference for the choice of urbanization patterns.After reform and opening, driving by ascendant institution and foreign investment urbanization and tertiary industry developed quickly in Pearl River delta. There exists an apparent positive connection between the urbanization and tertiary in Pearl River delta, regional as well as temporal. The agglomeration scale of city affects tertiary industry in scale, structure. And the former is also affected by the latter.The conclusions drawing from the study of the relation between urbanization and tertiary industry in Pearl River delta are: (1) Until the industrialization develops to relatively high level, the tertiary industry can not become the leading driving force of urbanization. (2) By the late of 1990s, urbanization and tertiary industry in Pearl River delta depend more greatly on each other day by day. (3) The urban concentration scale affects the tertiary industry on structure and scale. (4) The urbanization have been developing extensively in prefectures of Pearl River delta, which confines the prospective development of tertiary industry.The agglomeration characteristic and high income-elasticity characteristics of need for tertiary industry and the economy characteristics of industrialization interpret the first conclusion. The promotion of industry development, the apparent employment function and service function of tertiary industry are the reasons why tertiary industry has more andmore driving function to urbanization. The driving function of urbanization to tertiary industry is becoming apparent because of agglomeration effect of urbanization and the agglomeration characteristic of need for tertiary industry. The cities' agglomeration scale affect the need scale and structure for tertiary industry, thereby affect the scale and structure of tertiary industry. The rural industrialization dominating by foreign investment, the drawback of system and the guideline "controls severely the size of large cities, enlarge middle cities rationally, expand small city positively and set up small towns largely" are the reason for the last conclusions.According to the connection between urbanization and tertiary industry, We should reform the backward system to lead rural industry enterprises and rural population in prefectures of Pearl River delta to agglomerate, raising the proportion of non-agricultural population and creating suitable cities' scale. And something must be done to develop big city group in Pearl River delta. All are the key to the harmonious development of urbanization and tertiary industry.The suitable cities' scale should be created in the process of urbanization in China. In developed region, some city group should be constructed in suitable scale, so as to accelerate the harmonious development of urbanization and tertiary industry and contribute the remove of rural surplus laborers, which is critical to solve the problems in economic and social development in China.In this dissertation, the first chapter presents some conceptions of urbanization and tertiary industry, and provides some ideas about the relation between urbanization and the development of tertiary industry. The second chapter is focus on the development characteristics and driving forces of urbanization in Pearl River delta, and the third chapter is about the same thing of tertiary industry in Pearl River delta.
