Technological innovation is started and practiced by the subject of innovation,with the purpose of developing the market successfully and enhancing the ability of competition in the market,drawing into new technological ideas as the starting point,achieving the combination of science and technology,economy and society with factors such as innovation and decision,reseach and development,transforming and diffusing the technology,and finally the change of the subject's economic and social status.In recent 20 years,many experts and scholars both at home and abroad take the extent of technological innovation as a main sign to appraise a country's economic development and the ability to take part in the international market competition.Enterprises are the subject of the technological innovation, their ability of the technological innovation will influence the steady increase and the international competition power of our country's economy directly.Technological innovation is a systematic project,it is unable to obtain its resources without the social environment it lives in.It may adjust its action route or scope because of the limitation of the environment,or it may obtain the method and resources from the environment to achieve its goals.As a result,making a fine environment to support the medium and small sized enterprises means very important and practical things.This paper bases itself upon the connection of the environmental factor and the technological innovation of the enterprises,analyses the environmental variables which influence the technological innovation such as the labor power,fund, demands of the markets,science and technology information,system and culture,makes the environmental conditions clear for the enterprises to be subject of the technological innovation,and takes the medium and small sized enterprises of Hunan Province as an example to elaborate the worrying present conditions such as lack of innovation sense,innovation talents,difficulty in attracting,lack of modem business system,nonsound for the technological innovation policy,law and the social service system,puts forward four approaches to better them making a labour power environment to support the technological innovation,optimizing the environment for the medium and small sized enterprises to attract funds,making the technological innovation policy,law and social service system perfect and constructing a good business cultural environment..
