Having a glimpse at the history of world trade theories, we can conclude the everlasting struggle between free trade and protection trade. And the discussion of choice of strategic mode of developing countries lasts very long. Each country's trade mode should be a category of practice and history, rather than a sole theory goes everywhere. Moreover, a theory itself has strict supposed conditions, also shortcomings. China needs her own trade theory in order to guide the strategic trade practice. New strategic trade concept of developing countries discussed in the article does a profound exploration of this problem.The article starts with the developing tendency of trade theory, proposing that trade policies in both developed countries and developing countries are a kind of strategic interference and develop from same roots. The new concept should be the mixture and improvement of the policies. This article has a try on them, an establishment of comparatively complete structure of strategic inter pose system, and proposal of several new concepts, such as sustainable competitive advantage. The second part comparatively analyses the typical trade mode of developing countries, and reveal their experiences and limitation. On respecting china's strategic mode and status quo of trade, this part points out the necessity of creation of trade strategy. The third part is the analysis of limitations of adjustment for trade strategic mode. The inside environment mainly analyses the comparison between the status quo of china's industrialization and natural endowed factors. At last this part summarizes the major rules of strategic adjustment of china's trade. The last part puts forward the strategic mode to develop china's trade-free trade strategy with management, namely, to realize the moderate strategic interfering concept guided by trade liberalization through strengthening the competing ability of the industry. Guided by this concept, we find the stress of the strategy, i.e, to protect the newly-born industries, and improve the industrial structure. Firstly, to protect the industries properly according to the changes of the exterior environment, and the main measure is to adjust the customs structure and make use of the protective measures available with WTO. Secondly, to raise the advantage of self-competing ability, and the main move is to improve supplying level of elementary sources. What's more, we suggest the government strengthen the regulations of competition, science and technology invention, education and service.This essay employs many methods such as quality analysis and mode analysis, and adds new competition in such field as the conception of new strategic trade, the combination of comparative advantage and competing advantage, the gradual transformation of the world industrial structure, and the expansion of the world industrial structure, and the expansion of new productive elements.
