High-tech Enterprise R & D Project Evaluation And Performance Measure

Today, the international competition is very vigorous, for the modern new and high technology enterprise taking on the heavy responsibility about industrialization of science and technology fruit, the R&D activities become the core of implementing enterprise strategy about development, the R&D activities' role of improving the survival and whole competition capability of enterprise is more and more important, for this, the proportion of R&D capital thrown in new and high technology enterprise is very big in the enterprise operation capital. Therefore, in order to insure that the R&D activities and the succedent activities, such as, produce, marketing, management, etc., which are closely-relaxed with the R&D activities, can be processed efficiently, the whole evaluation of R&D project (project evaluation and performance measurement) must proceed. Presently, many domestic theorist and industrialist realize that the whole evaluation of R&D project is very important, but, the practical instance is, on the one hand, local R&D project evaluation and performance methodologies are absent, correlative theory is not comprehensive; on the other hand, as overseas methods as are concerned, they are carried difficultly for their complexity, or their effect are not good for their maladjustment.For this reason, this paper primarily makes a trial dissertation about the whole evaluation of R&D project of the new and high technology enterprise. Firstly, the theory summarize of R&D project evaluation and performance measurement are done, the limitation and shortage of traditional evaluation and measurement is pointed out; afterward, the purpose and content, the methodologies and classify, the basic principle and work procedure, the reporting and organizing are dissertated; and then, the influence factor and the main parameter of the R&D project performance measurement are analyzed, the index of performance measurement are discussed emphatically, based on this, a dynamic and effective R&D project performance measurement system is developed, it comprises designing, implementing and updating performance measurement systems; at last, the development current of R&D project evaluation and performance measurement is discussed and the conclusion of this paper is made.
