Study Of Sme Management Functions Of Local Government

This paper focuses on local government functions on SMEs in China during present period.Based on previously theoretical and practical studies in the fields of economics,management science and sociology,this paper exams the characteristics of local government functions on SMEs,main factors working on the local government functions,and related government polices,methods of systematic analysis and supply-demand analysis are employed. Main conclusions are as follows:1. Local government functions on SMEs can be divided into five catogaries:direct service,indirect service,policy support,institutional construction and environmental construction,which are derived from detailed analysis on government behavior and SMEs' demand.2. The differences between SMEs have large impact on the demand of local government functions,and on local government's choices of functions on SMEs. The demand differences are showed on individual functions,and function in general as well.3. The ability differences among local governments have large impact on function choice and on improvement of administrative efficiency. While ability differences have been noticed,more emphasis should be paid on further reform and ability improvement of local government in the transision period.4. The environment differences among local areas affect government function choices greatly because of the differences of evaluation to enviorment effects and differences of development levels.5. It is important for local government to analyze and select government policies systematicly,contingently and integrately in order to improve local government functions on SMEs and improve local competition capabilities. Function emphasis should be conducted according to requirement of SMEs. Great breakthrough should be sought according to main restrict factors in local areas. Local government reform and creation should be expedited according to market development.The results of this paper will contribute to theoretical studies of government functions on SMEs,and provide the theoretical instructions for management practice and scientific decisionof Chinese local government.
