Emergency disaster prevention and relief is an important guarantee for the people's happy life and the rapid economic development of our country.The Chinese government has always attached great importance to the construction of disaster prevention and relief.Disaster prevention and disaster relief construction has also made many achievements.However,compared with the comprehensive and mature disaster prevention and relief construction in foreign countries,the construction of disaster prevention and relief work in China still "uneven between urban and rural areas".This study aims at the research and analysis of the status quo of China's rural area emergency plans,and on this basis,explore the establishment of an effective evaluation of emergency plans,suitable for rural area,objective and reasonable evaluation of emergency plans in rural area,effectively improve the level of China's emergency plan preparation,and to improve the rural area of our country emergency disaster prevention and construction level,and thus protect the vast rural area people's life and property safety and keep the social economy running smoothly.On the basis of in-depth understanding and analysis of the previous studies on the emergency plan and evaluation of the research results,this paper sorts out the status of emergency relief in rural area.And classified the rural area plan text as emergency plan missing,only special emergency plan,emergency response plan and the existence of a comprehensive emergency plan.It points out that there are the tendency of formalization,backwardness and reform and opening up of the rural area emergency plan in china.This study also define the scope of the study of emergency plans evaluation in rural area.On this basis,the key indicators to evaluate emergency response plan are screened,and the evaluation index system is established by AHP method.As for the evaluation of emergency plans in villages and towns,which is seriously constrained by resources and can not be popularized on a large scale,a neural network model is introduced in this paper,and a neural network evaluation model is established.Finally,according to the above theoretical basis and evaluation model,the emergency plan of Qingxi Town is taken as the research object,and the improvement suggestion of emergency plan is given according to the evaluation results.Through this research,we have a comprehensive understanding and understanding of the current situation and existing problems of the regional emergency plan in the vast rural areas of china,and we would get a set of rural area emergency plan text evaluation index system and a neural network based on the practical plan evaluation model.This study provides feasible ideas and methods for the evaluation of emergency plans in villages and small towns,and promotes the construction and development of emergency and disaster prevention in rural areas in China.
