With china's accession to WTO (the World Trade Organization), every industry and enterprise will face to the challenge and opportunity. How to grasp the opportunity and meet the challenge is an urgent topic that the top managers of the enterprise have to answer. As an old saying goes," opportunity is for the ready man". This article shows the development strategy of Design Institute of Civil Engineering and Architecture (DICADUT) in the future five years according to the research of the change in the competition surrounding of the survey and design market and the detailed condition of DICADUT. There are four parts in this article.The first part of the article analyses and predicts the outer surrounding factors of the enterprise such as the variation and the competition condition of the survey and design market after the entry into WTO, through the comparison analysis t of the domestic and foreign in the field.The second part analyses the inner surrounding of the enterprise through several aspects of organization, staff, product structure and market etc.The third part focuses on the Strengths and Weakness, Opportunities and Threats of DICADUT in the new surrounding.The last part presents the development strategy in the future five years, confirm the overall strategy aid at to be the top engineering consultation and design company in Northeastern of China and the key strategy which bases on intelligence. At the same time, it puts forward eight detailed measures and the practicable plans. Moreover, try our best to grasp the opportunity and keep DICADUT to develop fast and continuously.
