Ever since the experimental point on 1979, the transformation of engineering survey & design units in our country in enterprises has experienced for more than 20 years. Though there exists many difficulties and problems, the production and its importance to the reformation of deepening this transformation is undoubted. The transformation of engineering survey & design units in enterprises is imperative.The transformation of engineering survey & design units in enterprises experienced mainly two stages. From the first stage-the reformation of "the transformation management of non-profit enterprises " to the second stage- alter to technical profit enterprises and build modern enterprise system roundly, each step that the transformation took brought vital force and livingness to engineering survey & design units and the whole trade, and also brought with enormous opportunity and challenge! The transformation has obtained a few experiences and lessons, so far, a general way for the transformation can provide the reformation of engineering survey & design units lessons to draw from.This article firstly expounded the current status of engineering survey & design units in our country and some widespread problems, overviewed the reformation process, and examined the acquisition of reformation on each stage and the problems to be resolved. Immediately afterward, it gave analysis to the meaning and purpose of the transformation, and pointed out the reason why reformation is so exigent and the goal that reformation should attain. Then, it presented five elementary way of thinking to the transformation of engineering survey & design units in enterprises, after giving analysis to the importance of each way, it detailed operation measures. Meanwhile, this article emphasized the study on the new measures that should be adopted in the process of the transformation in engineering survey & design units and the wholetrade into enterprises after our country joined WTO. Finally, this article took some difficulties and problems appeared in the process of the transformation to consider, and presented some personal viewpoints and thoughts according to the work experience, hoping these can provide reference to the transformation.The reformation of this transformation is still a new research lesson in our country. In our country engineering survey & design units basically affiliate to each non-profit enterprises of superior administration,professional personnel account for 3/4 of whole employee, it belongs to technology,knowledge-intensive industries.Therefore, this transformation both has the universality of reformation of national enterprises and its own particularity.
