As a extra-large state-owned-enterprise, Shengli oilfield mainly work on the exploitation and exploration of crude oil. It has a total amount of workers and family members over 400, 000.Due to the special geographic position and historic reason, the oilfield has undertaken the responsibility of community management and social security in the oil production area. With the reform of SINOPEC, 10 community management centers were established in 1997 to take the management of estate, schools, hospitals, public security etc. with total employees over 25000.With the development of the reform, the finance invested from the oilfield has been cut down, and the handover to the local government also meet difficulties. This article aims to look for a feasible way to promote the community management, through analysis of the current situation and the crux problems.The research method of this article take primarily is an environment analysis and contrast analysis research. This article analyzes the outside environment and inside environment of oil field community, to find out the existing problem, to establish the countermeasure. It contrasts the related community to investigate the future road of the oilfield community.Through analysis, it is concluded that due to the less development of the Dongying city, where the oilfield situated, and the less ability to burden to finance for the community, the current condition is not mature for shengli oilfield to handover the community to the local government. The feasible way for the community is to develop by itself. There are a lot of problems which troubles the development of communities, including too much employees, low revenue, heavy burden and so on. The communities are advised to develop community service, cut down excessive personnel, reform the management system and to establish professional service group, which will make preparation for the future handover.
