| This paper is set out from the contradictories faced by Dayaowan Customs in customs supervision and control, it is due to construct a new effective operational flow of customs supervision and control.Fistly,it is recommended of the present condition of customs supervision and control of Dayaowan Customs, and stated why it is necessary to construt a new operational flow of customs supervision and control in economic globalization trend from macroscopic to microcosmic, then the goal of customs supervision and control is located theoretically based on the mutual relationship between international logistics and supervision and control of customs, further, it is pointed out what is the basic way to build operational flow of customs supervision and control.Next, a effective model to achieve the goal of customs supervision and control is put forward, which is called logistics monitoring. Then the intension,basic contents,structure and operational mechanism of the logistics monitoring of customs are developped, also it is discussed about the most effective steps to carry out logistics monitoring of customs by drawing lessons from the progress and the deficiency in constructing logistics monitoring of customs systems in recent years.The last, based on what have been concerned , the operational flow of the logistics monitoring system is designed and described, then gived a function evaluation,combining the example of Dayaowan Customs. Moreover, the development of the logistics monitoring system in future has been discussed. |
