Analysis Of The Human Rights Issues In U.s. Policy Toward China

This thesis will study specially the problem of human rights in American China policy (1989. 6 - 2000). Through elaborating and analyzing American concept of human rights value, human rights diplomacy, and the development of American China policy's human rights problem. The paper reveal the essence of it and the impact on China, American and the relations between the two countries and international community. From that we can foresee the development tendency of American diplomatic human rights problem. So that China and similar countries can cope with well.There had been many academic books and theses that study human rights and the problem of American China policy, At first, some experts and scholars analyzed them from the cold war and the idedogy. Then they analyzed them from economy ^ international relation. Meanwhile, some scholars introduced the concept of culture into international relation, began to pay close attention to relations between American human rights diplomacy and it's political culture tradition, and then further grasped American human rights diplomacy and the essence of it. This makes the visual angle of historic research get more broad, and enriches the content of new history. The predecessors' hard work and unique ingenuity give me a lot of enlightenment. On the basis of their achievement in research, I probe and analyze the human rights problem of the elder Bush and the clinton administration's China policy, and try to find something which can be called "law".American is a young country and it's history of capitalism development differs from the others' , so is it's politic culture. American concept of human rights value stems from its distinctive politic culture tradition. Thus American politic culture tradition certainly affects on Its human rights problem oi diplomatic policy. Moreover, It is a long- term, China differ from American in politic system and concept of value entirely. According to American concept of value, China is a main county that needs American help. American looks itself on as the Redeemer. It is not surprising at all that American diplomatic policy includes human rights problem.However, American had been using human rights problem to oppress China since 1989. This phenomenon deserved careful consideration. Through analyzing the background and development of American China policy's human rights problem, we can see easily that human rights problem is not only American concept of value in politic culture, but also linking with international situation, the developemt of two countries' politic, economy and society. It is most important that human rights problem is a trick which help American-attain its global and present strategy goals. It is a measure that makes China submit to American national interest. Therefore, we must surmount ideological obstacles, and keep a cool head to deal with it.
