Building E-government To Promote Government Innovation

In face of the challenge of the information technology and information society , all of the states have been devoting themselves to the government information policy, improving the government's service efficiency and quality in virtue of information technology, fabricating e-government to upgrade the innovative management level, accordingly which can acclimatize themselves to net society and improve the state's ability of competition. The article is divided into three parts .In the first part ,it seeks to define the e-government that is not a authoritative definition in the theory. Subsequently the thesis introduces the development of the e-govemment in the USA , the U.K and the Singapore .Following in order to understand the real bases of the China's e-government better, the thesis sums up the general situation of the development of the internet in China.The second part explores the roles and effects of the e-government in innovations of the government administration , which is the emphases of the article. There are 5 viewpoints in the part:(1) The e-govemment is propitious to change of the government functions and to advancing the state's ability of competition, in this part ,it stresses the service function of the government;(2) For adapting the information age , the government should regroup the administrative organizations;(3) Increasing the level of performance management and economizing administration cost;(4) Boosting up the democratization and science of the administration's decision-making and enhancing the speed of administration's decision-making;(5) Heightening the administration's reactivity, and it is convenient for citizens to realize the rights of participation and supervision.The third part studies the actual questions of our e-government ,and thinks there are 5 aspects of problem in the area: The people's ideas is the key to the problem, which is the largest resistance to build the e-government ; The old administrative system can't adapt the e-government ; It's serious to the "digitalgap" question; The information professional is scarce in the government ; The related laws and rules, especially the open information systems are imperfect,In face of the five problems , I bring forward the six countermeasures : The government should strengthen to educate the government employee on the related knowledge ; Strongly push on reinventing government; The "e-government" should be strugglingly developed; Resolve the "digital gap " question ; Establish and perfect the correlative laws and rules ; Try hard to settle the question of net safety.In the end , I would like to point out the fact that it is very clear to indicate that our e-govemment's level is rather low, which is from the China network lab ,they studied the 196 government web stations and on the basis of the standards of evaluating the level of the e-govemment' s development, think that our state's" degree of e-government affair" is 22.6%.That is far away the citizens' expectation. They also find out that our theory development on the e-government is far fallen behind the practice development . We know the "e-government " is the destination of the " e-government affair". In order to construct our state "e-government", we still have more work to do. I hope my thesis is contributed to the correlative study .
