So it is of great importance to study and explore this issue deeply.The goal of this article is to give out a true illustration on the old AEAS in order to increase people's understanding of the necessity of a reform on the AEAS. In practice, I want to try to give out a natural suggestion that will help our country to establish a better AEAS that is more adapt to socialism market economy.The whole article divides into three parts:First: The necessity of having an AEAS reform.Pointing out the needs of having AEAS and indicate the five mal-practices (Too many, too complex, too dark, too low level, too low quality) that exist in the present AEAS system. By analyzing the five mal-practices we can see the different hazards that the current AEAS system was giving out. So we come to the conclusion---We must go on an AEAS reform.Second: The AEAS reforming process.This article indicates that seeing from the practice of the reformthough China, our country's AEAS reform has experienced two stages. First some initial researches conducted by the local authority and later National reform steps set by the government. In view of the present mal-practices of the AEAS, I think the procedures conducted by the government should be clean up cost, simplify process, and invite inspecting systems.Third: The trends in AEAS reform.In order to evaluat the reforms going under the AEAS, first we have to set a standard about how we wanted our AEAS to be, in other words, how to pinpoint our AEAS 's natural position. The best AEAS I could imagine of is a system that has the least procedures and easiest approving processes. In order to be smallest, we have to use the positive effect by the market itself, so we can establish an AEAS control by the market system. In order to be the best, the principal is to use the system applied in our country's legal system in AEAS. So follow this idea, we can perfect our country's AEAS by following three main points: Legalize, systemize and market direct. Now we come to the conclusion that our country's AEAS reform should be capitulated as legalize systemize and market direct.
