The Country's First "town Reform To City"-a Study On The Reform Of The Subdivision System In Longgang City, Zhejiang Province

The functional system of the party and state organs is an important part of the socialist system with Chinese characteristics and an important guarantee for governing the country.The report of the 19 th National Congress of the Communist Party of China stressed that we should deepen the reform of institutions and administrative systems,take into account all kinds of institutional settings,scientifically allocate the powers and responsibilities of Party and government departments and internal institutions."The decision of the CPC Central Committee on deepening the reform of Party and state institutions" adopted by the Third Plenary Session of the 19 th Central Committee of the Communist Party of China clearly puts forward: to build a simple and efficient grass-roots management system.The decision of the Central Committee of the Communist Party of China on upholding and improving the socialist system with Chinese characteristics and promoting the modernization of the national governance system and governance capacity,which was adopted at the Fourth Plenary Session of the 19 th CPC Central Committee,clearly put forward that: to improve the comprehensive carrying capacity of central cities and urban agglomerations and optimize the allocation of resources,implement flat management,and form an efficient organizational system.As the basic structure of China's urban system and urban system,small and medium-sized cities and towns have urgent needs in deepening the reform of Party and government institutions and promoting governance modernization.In particular,with the deepening of the new urbanization process and the adjustment of administrative divisions,how to build a modern organization and governance system has become an important issue for these regions to promote the modernization of regional governance.In August 2019,with the approval of the State Council,Longgang City,Wenzhou City,Zhejiang Province has become the first county-level city to "withdraw the town and establish a city" in China.The newly established Longgang city started to carry out the reform of Party and government institutions.According to the requirements of "large department system,flat,low cost and high efficiency",the city has set up 15 party and government institutions,6 institutions directly under the centralgovernment,no towns and streets,and 9 non independent legal persons and independent organizations Regional work offices should accelerate the modernization of grassroots governance system and governance capacity,and build a national highland of grassroots governance reform and innovation.This paper takes the reform of large department system in Longgang city as the research object,takes the theory of Holistic Governance and organizational structure as the theoretical guidance,and mainly uses the methods of interview and field research to sort out the evolution of institutional setting before and after the establishment of Longgang City,and analyzes the main path of the construction of large department system in Longgang City,the main problems and the causes of the reform Therefore,this paper puts forward the countermeasures and suggestions to further improve the reform of the large department system in Longgang.Through the research on the reform of large department system in Longgang City,the main findings of the paper are as follows: first,in the short term,the technical pursuit of the reform of "large department system" does not necessarily bring about the efficient operation of the government;the further development of the effect of the reform depends on the effective transformation of the government's functions.Second,the lack of the linkage mechanism between the top and the bottom can easily weaken the effectiveness of the reform of the "ministry";under the path of the reform of the large departments from the bottom to the top,the establishment of an effective linkage mechanism between the upper and lower levels and the change of the traditional inertia thinking will play an important role in ensuring the long-term operation of the grass-roots department system.Third,the establishment of large departments is only the "first step" of the reform of the ministry system.The key to deepening the reform of large department system is to strengthen "chemical reaction" on the basis of large department establishment physical integration.We should strengthen the integration and coordination mechanism construction of internal institutions in large departments,and solve the problem of "loose union" of internal institutions.
