Facilitated by brisk market demand and promoted by related policies, it is now commonly accepted that industrialization can be largely propelled by IT development. It is a fact that E-government and E-businesses are increasingly on the rise. It has become an irreversible trend for government and enterprises to get access to Internet and IT technology has inevitably become the core of modern enterprises' management. However, there is a short supply of those managerial talents who can help enterprises through this process, especially for CIOs of medium and small enterprises. The hard fact they should face is how to achieve the success of an IT project with limited capital, talented personnel, techniques, management and experiences.Like all other projects, effective management is a prerequisite for a successful IT project. Nevertheless, the implementation of IT projects in medium and small enterprises is not optimistic and faces a lot of difficulties. For example, some decision-makers of enterprises have not the least knowledge of this field and do not know exactly what their real demand are, which results in an unsatisfied project. Other examples include project delaying, overspending, negligence of related training and maintenance, etc.This thesis is to research and analyze typical questions which medium and small enterprises face as they implement IT project, in order to bring about simple and pragmatic IT management models for them, relying on modern project management theory and software theory. With that model and by employing such management software as Microsoft Project 2000,and taking into account of the special conditions of medium and small enterprises, an effective IT project management can be implemented which can bring good economic results for enterprises.The model mentioned above can be divided into four stages: starting period, planning period, implementation period and ending period. The whole project management will be carried out in 13 aspects: systematic planning, selection of supplier, deliberation of contract clauses, goal and scope, organization, planning, progress and related reports, task management, quality management, problem-checking, cost management, risk management and document management.The thesis also makes an introduction of the whole process of website project of the Aviation Industrial Publishing House. Carrying out the work according to the model mentioned above, and by employing Microsoft Project 2000 in the process, the project resulted in smooth completion without any overspending and both sides were satisfied...
