According to the survey of hotel industry in China and the investigation at Changsha, this article synthetically analyzes the problems in face of hotels at Changsha and the influence of its environment, sums up the general trend of the development at Changsha hotels, makes a systems research on the strategies which should be taken by hotels at Changsha, emphatically probes into the demands of Human Resource Management(HRM) for changing the management strategies, considering the existent questions in HRM, concretely brings forward the principles and tactics of the innovation on HRM, which has valuable reference and real guidance.The hotels at Changsha closely ties up with the tourism industry, the traffic, the need and capability of consumption, the Human Resource(HR) and the social security, etc, and is confronted with the disproportion as a whole, the sharp international competition, the mad price-war, and the lack of advanced experts. During the new period of high-speed development of hotel industry, under the demands of trends to collectivizing or cooperating, the needs of consumption versatility and the requirement of scientific HRM , it is necessary for Changsha hotels to take innovation of management strategy and HRM, to make market position scientifically, to creative actively the conditions for grouping and joint management, to develop economical hotels with great efforts, to consummate the network information system quickly, to do best for the brands hotels. In particular by and for the innovation of management strategy, hotels should pay attention to the kernel brain competition power, change the idea about HRM, make the organization and system of HRM perfect, reinforce the HRM plan ,enhance the encouragement and development and guidance for clerks, improve the decision-maker's abilities of market position , resource optimization and conformity and brand operation, train more technicians and persons with compound capabilities, keep research at innovation of HRM on model, method, means and the change of important object; bring the management strategies into effect all right.
