The Study On Governmental Functions In Development Of Biological Medicine Industrial Cluster In Sanzao Town Zhuhai

Biological medicine belongs to the high technology industry,the development of biological medicine industry can not only drive the development of science and technology level in the region,but also the scale and speed of regional economic development.At present,the development of global biomedical technology has entered the large-scale industrialization stage,that is,the biomedical industry as a new industry has entered the rapid growth period.With the continuous development of medical reform and the incorporation of biomedical medicine into the state's strategic industrial system,biomedical industry of China,which started in the early 1980 s,has made great progress in more than 30 years.As the front line of reform and opening up and economic development in China,Guangdong province,especially in the Pearl River Delta region,has basically set up a modern biomedical industry system with complete categories,advanced technology and good product quality.Among them,the biologic medicine enterprises in Sanzao Town Zhuhai City have strong strength in biochemistry drugs,high-tech medical equipment,health care products and other areas,some enterprises are industry leaders,characteristics of bio-medicine industry cluster gradually emerged.However,the economic effects of industrial clusters in Sanzao Town have not been fully appeared,there are still some weaknesses including insufficient capacity for industrial innovation,weakly public system,lack of infrastructure,difficulties of small enterprises in financing and shortage of talents.On the basis of the development experience of domestic and foreign biomedical industry clusters and the research results of domestic and foreign experts,this paper makes a thorough study on the present situation of the development of the biomedical industry cluster in Sanzao Town,and from the perspective of public management,studies the role of the local governments in the bio-pharmaceutical industry clusters in Sanzao town.The paper puts forward some suggestions for optimizing government functions,including implementing policy guarantee,ensuring capital investment,optimizing the service environment for talents,building a triad public service platform,attracting investment,and other guarantees,so that the government can improve the growth of biomedical industry cluster as soon as possible.
