Effective Supply Of The China Urban Public Goods Approaches

Urban public goods can be characterized by non-rivalness and non-exclusivity. The quantity and quality of urban public goods indicate the degree of civilization, as well as the urbanization and the urban economy. There are many standards in measuring the efficiency of the urban public goods provision. The author takes the problem as a kind of public issue which can be measured by its own characters. These characters are customer-orientation, public character, public issue character (coordination). The experience of the western countries and many useful theories also inform us that we can improve the efficiency of the urban public goods through two dimensions: one is increasing government performance, the other is the co-provision of the government and the other non-government organizations. To improve the efficiency of our urban public goods provision, some strategies are necessary: first the government function should be transformed from client-orientation to customer-orientation, second the public finance should be build up, third The Third Sector should be developed vigorously with the help of urban government, forth the co-provision system of the non-government can raise the efficiency of the government and promote the efficiency of the urban public goods provision mechanism, at the same time the coordination also requires arranging different mechanism according to different kind of urban public goods.
