Study On Approaches Of Changshu Government’s Promoting Ecological Progess

That our overall approach to promote all-round economic, political,cultural, social, and ecological progress was set in the 18th National Congress of the Communist Party of China, and ecological progress was upgraded as national strategy. In April of 2015, the CPC Central Committee and the State Council issued the policy on accelerating the construction of ecological progress, confirming the view of "putting the construction of ecological progress on a prominent strategic position, integrating it into progress of economic, political, cultural and social, and collaboratively promoting new industrialization, information technology construction, urbanization, agricultural modernization and environmental friendly development. As pilot unit of the national ecological civilization construction, Changshu City introduced a series of ecological civilization construction policies and invested limited funds to the projects focusing on the solution to most prominent environmental problems and those of most demonstrative, the masses needed urgently, which push the city’s ecological progress forward steadily. However, as a wide coverage and complex systems engineering, the current ecological progress in Changshu city is mainly led by the Government of Changshu, a single administrative power. In the formulation and implementation of policy, the government-leading model is lack of effective working mechanism, with the problem of higher authorities not familiar with the primary research, failing to fully grasp the basic characteristics, policy bias, the lack of pertinence, poor execution, and even the intention-result inconsistence. This paper is mainly about research on the formulation and implementation of policy measures in Changshu City, with the research approaches of the Literature research method, Comparative analysis method, Positive research method,the reference to the domestic and foreign research on the construction of ecological civilization achievements, and the theory on the construction of ecological civilization. It tries to offer the in-depth analysis of the restrictive factors on the construction and difficulties of ecological civilization. Finally, it offers suggestions on improving and accelerating ecological progress in Changshu on four aspects, optimizing ecological constructing system, establishing public policy implementing system,imposing policy implementing supervision system and initiating public involvement system.And it also provides reference and thinking for other city’s ecological progress.
