China is a large argriculture country. The rural area problem is one of the essential problems in China. At present in China, the situation of ruling of law in the rural areas has decisive effect on realizing the strategic goal of "ruling the country by law, constituting the socialist country which is ruled by law. "However during a rather long period,little attention is paid on the problem of ruling by law in the rural areas. The research results are rather deficient and lack substantial evidence analysis. By applying the method of substantial evidence analysis of sociology of law, the ruling by law in the rural areas on the base of on - the - spot investigation in the rural areas.The thesis consists of three chapters except the introduction.Chapter one is the analysis of the current situation of ruling by law in the rural areas of china, including the legal knowledge level of peasants, Their attitudes towards laws and regulations, the position of human feelings and laws etc.Chapter two is the analysis of the difficulties for constituting ruling by law in the rural areas,including ruling by law in the rural areas and five main realistic problems faced by ruling by law in the rural areas at present. The realization of ruling by law in rural areas depends on the effective solution of these problems.Chapter three is the tentative ideas of strengthing and perfecting the constitution of ruling of law in the rural areas. The ruling by law mode in the rural areas which combines the advancement by the government and natural evolution by nongovernment is put forward. It includes developing commodity economy, enforcing the democracy in the grass - rootedunit, advancing the self ~ government of the villagers, improving the publicizing and education of the laws, making the judicial independent and fair, administering according to the laws, and setting up the sythesization mode of public security.
