This article makes analysis on the problems which block the development of China's university-owned scientific & technologic industry. It points out three main reasons that tackle the development: disadvantages of the management and operating system, difficulty in financing and low efficiency of translating the results of scientific research into productive forces.According to the present situation, the author puts forward some measures for promoting the development of university-owned scientific & technological industry. Firstly, the university should change the traditional concepts of management and explore the new management methods. Meanwhile, the operating system of the enterprise should be put in order, meeting the needs of the social development.Secondly, the managers of the enterprises should lay emphasis on widening the channel of financing and realize the diversity of financing on the basis of seeking for support from the governmental department and loans of the bank. This article points out that it is a good way to establish venture investment fund in the educational fields. The fund is government-oriented and it will provide assistance to the development of the enterprises. The enterprises ought to strive to enter the stock market, creating the withdrawing channel for the venture investment.Finally, the university should aim at translating the results of scientific research into productive forces, establishing the enterprises by itself or cooperating with social enterprises. Furthermore, the university may take advantages to develop the knowledge intensive service and make it industrialized so as to diversify the style of the university-owned enterprise and play an important role in serving the society.
