| As important resources for people to exist and development, energy has become one of the vital problems, which all countries over the world pay close attention to for twenty years. It has a direct bearing not only on social economic development, but also on the standard of living improvement. It, sometimes, even leads to a changeable political situation. In middle of twenty century, China becomes the focus of world attention on economic growth, social progress. All of this success should be attributed to the natural resources of China. When stepping into the 21st century, the economy maintain high speed increasing, at the same time, China needs more and more energy. Since the middle of 1990s, China government advanced the strategic decision, that is the "Develop the Western Provinces of China" and "East-West Electricity Diversion Project" in order to harmonize the east-west relationship. This decision was raised on the premises of keeping east of China continuing developing. So the task that many western provinces make its natural resources superiority as the economic superiority, short the gap between the east and the west of China, establish a stable and reliable base becomes so important and extremely urgent.Wumeng Mountain range, being continuous in the west of Guizhou Province, contains abound of coal and water resources. It is a demanding work in resource developing and constructing in Guizhou. With the project of "The 10th Five-year Plan", "Exploiting West" and "East-West Electricity Diversion Project" being taken into fact, it becomes the urgent desire of Guizhou Province-a western province in China that we should establish an important coal and electricity base in the south of China during the economy construction adjustment. The study pays particular emphasis on application. This paper applies theory to study Wumeng Mountain range - as an energy base. It comprehensively analyse and expound upon the world energy and its present conditions, the coal resource distribution and the exploit pattern of the world, the development feature of China, the development and utilization about the coal energy and the situation of the coal energy base. This paper further expound upon the energy distribution in Guizhou Province and its developing superiority, pose the possibility and the necessity that we should build coal base in Wumeng Mountain in Guizhou Province. The Gray Interrelated Principle and Method are used to analyse the industrial construction of Liupanshui City in Wumeng Mountain. The shaping course and the problem existed in the coal and electricity base in Wumeng Mountain are discussed in the paper based on this principle. The continuable development is the only way to develop and consolidate the coal and electricity base. The concept of continuable development in coal industry is put forward. In this paper, the method of hiberarchy analysis and the method of ambiguous mathematics are used to discuss the initial continuable development about coal industry in Liupanshui City. By the method of contrast analysis, we comprehensively analyse the up-to-date situation about domestic and abroad Coalbed Methane, absorb the development experience of American Coalbed Methane. We must speed up develop Coalbed Methane in order to consolidate the coal base in Wumeng Mountain. And then, we can put forward the valid measure by this way. Comparing the electricity development and economy increase in Wumeng Mountain with that abroad, we forecast the future electricityconsumption in Guizhou Province by GM (1.1). We also discuss the advantage and the disadvantage about the project of "East-West Electricity Diversion Project" and "Guizhou Province-Guangdong Province Electricity Diversion Project". The problem of electricity existed in Guizhou Province conceals enormous potential pressure. The project of "Guizhou Province-Guangdong Province Electricity Diversion Project" can only resolve the current problem.
