Tourism resources in southwest of China are rich and tourism industry has its super prospects of development. However, there is slow in tourism resources development and there is clearly backward in tourism industry. The total level of tourism industry is not high and there are more poverty populations living in dense areas. Especially it is caught in a embarrassed dilemma in southwest ethnic minority areas for the fact that it is rich in resource but poor in economy.Therefore It is an important task for all the levels of government and tourism workers to transform the advantages of tourism resources in southwest poverty areas to the economic advantages, speed up the process of eliminating the poverty and becoming better-off, namely how to carry out the Aid-the-poor Program by tourism (abbreviated as APPT) so as to prosper the economy of southwest ethnic areas, to advance the comprehensive development of the economy and society of the total southwest of China.Under the guidance of the theory of materialism and dialectics, with the index of Deng Xiao ping theory, focused on the poverty areas of Southwest of China, the paper combines the tourism industry development in southwest of China with the poverty-elimination and being rich for poverty population well via system theory knowledge. The problem of the Aid-the Poor Program by Tourism in Southwest of China is put forward in this chapter in three aspects including importance, necessity and possibility. In accordance with the thinking route from the theory to practice, to definite application, firmly circled by this problem, by means of much more investigation and analyses, the master paper on the research and example application analysis of the Aid-the Poor Program by Tourism in Southwest of China is completed, the Aid-the Poor Program by Tourism in Village Wa-Qie, county Hong-Yuan, Sichuan province is specially explored, and its operation scheme is designed.Three problems including its theoretical exploration, enforcement research and the general conceivability and scheme design of the Aid-the Poor Program in Village Wa-Qie, county Hong-Yuan, Sichuan province are mainly studied on the ground of the preface, the introduction of the APPT and the present conditions analysis of the Aid-the-poor Program by tourism in southwest of China.First of all. it has a brief analysis of environment (domestic and oversea), points out the challenges and opportunities confronting the Aid-the-poor Program by tourism in southwest of China, puts forward its polestar, five concepts including comprehensive view, systematic view, harmony view, open view and innovation view and six basic principles including sustainable development principle, the tenet of the Aid-the Poor principle, government leading principle, market mechanism principle and local characteristics principle, gives rise to general hints, which are oriented by the tenet of the Aid-the-poor Program and through tourism development, mainly explores its six key joints including Conception establishment of APPT; Target identity and Spot-positioning of APPT: Scientific Tourism Programming: Tourism Resource development and management: Effect Measurement of APPT: Summing up experiences and generalize the new mode and five general modes, which comprise mode of Developing agriculture industry together with tourism industry; mode of tourism places to aid the poor; mode of non-local allocation; mode of government aid and support; mode of the initial rich to help the poor and so on.Accordingly, it thoroughly establishes and analyses two strategies such as start-up strategy and development strategy of the Aid-the-poor Program by Tourism in southwest of China, sets up ten tactics system including concept brand, conception brand, market brand, participation brand, financial brand, product brand, service brand, talent brand, tourism identity brand, information and network brand and management brand, etc. brings forward some relevant problems that should be noticed in the implementation of the Aid-the-poor Program by Touri...
