Aviation Information Systems Software Development Project Management Research

The ACC company specializes in software development for civil aviation industry with its prime products on air ticket booking, passenger process, cargo, account clearance, and other relative systems. With the unique advantages gained form the biased government policy , ACC company has been the monopoly in civil aviation information industry for many years. Recently, however, the company has been disadvantaged, due to the economy reform in China. Some airlines are discussing the possibility of developing their own systems with considerable budgets. In the meanwhile, the control on civil aviation industry in China is gradually loosening, thus the ACC company is confronting to direct international competition. The challenge to ACC company is to accomodate its software products to the changing environment and develop high quality product for airlines.To assure the product quality, ACC has implemented the CMM( Capability Maturity Model) in the process of software development, and has passed the CMM Level 2 assessment. This dissertation intends to analyze the key issues in software development project management through case study, and presents suggestions to address those issues. The discussion is developed on three aspects:Firstly, the project organization should be designed properly. The team need a well designed structure to carry out its task. The software programmer's responsibilities can only be clearly defined in a well design organizational structure. That calls for drastic change in the traditional management model and concept. Secondly, once the organizational structure is drafted, what is significant is to establish a practical standard to improve process control. This essay studies the problems in CMM implementation in ACC company and gives suggestions on how to implement CMM effectively.Thirdly, a high performance project team is to be built. In this article, the discussion develops from how to act as an effective project manager. This is due to the key role of the project manager in leading the project. (S)he is responsible for keeping the moral of the team. The inefficiency in project development is highly related with low moral of the team. And (s)he is the interface of communication between project team and the company senior management.
