New/High Tech Industrial Development Zones (NHTIDZ) of China was established from 1985. They are special economic zones depending on China's own scientific technological strength and industrial base. They are concentrated zones established for the purpose of transforming achievements of science and technology into practical productive force to the maximum extent through local optimization of soft and hard environments. There are 53 state-level NHTIDZs ratified successively by the State Council.The economic achievements of these zones are dramatic since their establishment, but as a whole their distribution and developing level are irregular. These NHTIDZs represent the difference of development in Chinese diverse region richly. So, how to synthetically and objectively evaluate the economic strength and developing level is an important problem. At the same time, it is an important basis for the government decision-maker. Therefore, building up the evaluating index system and model of the NHTIDZ s are significant in theory and practice.Using the data of these NHTIDZs from 1992 to 2001,paying attention to those index reflecting the industrial level and ability, we establish an evaluating item system, and rank the 53 zones by three different methods in long and middle term, analysis some special phenomenon in this thesis. The three methods are: AHP (Analytic Hierarchy Process), TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) and RSR (Rank Sum Ratio).By counting and integrating, I got the result that: Shenzhen, Shanghai and Qingdao are the strongest in the 53 NHTIDZs while Zhuhai, Baoji and Changzhou are the weakest.In this thesis, we could find the rank and grade after integrated are prospered in evaluating the 53 NHTIDZs' development statuses over past ten years because they reflect more information than single item's rank. From the results of rank, the author considers that the economic development of every NHTIDZ largely determined by the economic achievement of local region, especially that of the city where it is. The author suggests that the government decision-maker should pay more attention to the actual effect, focus on transformation of local resources and devise practical developing; strategy for the NHTIDZs' in the future, exert local advantages in every aspects, and avoid ivory-towered and blindly plans of the NHTIDZ's scope.
