But our country NGPO development has a series of questions. This have historical reason not merely, the more important thing is defect of system. Legal system imperfect, government lagging of reform, current regulation and policy limit strictly, management system is not suitable, in addition, the management institution inside NGPO not to perfect etc. Publicly, this led to the fact that our country NGPO appears a series of question in developing.Facing this problem, the paper uses system economics to study the theory, adopts the method that the system is analyses, compares. On this basis, the paper proposes perfecting the legal system, Perfect management system, implement policy support, strengthen social supervisory system, establish system of independent managements of the trades, perfect inside management system a whole set of system design, in order to ensure our country NGPO sound development.
