| Food security, which is a hot topic in China today, is a balance between food supply and market demand. Achieving this balance has been a long-term goal of our government. As the reform in market economy deepens, our country has successfully solved the problem of food supply and demand. Some hidden troubles, however, still remain. This article analyzes the importance of food security in the new situation. This article is divided into four sections. Section One: General description of food security; Section Two: The current situation and problems in food security; Section Three: What we can learn from other countries; Section Four: establishing a food market system: strategic choice of Chinese food security. The first section describes the concept and importance of food and food security, provides methods in measuring food security, and reviews food system and situation in food security of different periods in China. Readers may get a brief impression on food security problem. The second section tells the situation of food security and existing problems in today China. Since 1995, overall grain production has been kept at a high level. Situation in food security has been optimistic, with some overproduction occurred. However, problems still exist. On the production side, agricultural land is reducing; environment for agricultural production is worsening; the agricultural system is lagging behind. On the demand side, population growth is not slowing down. With the development of economy, people's food structure changes to a higher grade, causing more food consumption. On the storage side, because the storage system was established not long ago, there are conflicts such as those between the central and local governments. The system requires further improvement. The third section introduces other country's policies and measures in food security. United States is the world's largest exporter of agricultural products and has the most developed economy. The American agricultural law, its information system, and its process of establishing a food market system are all very meaningful to us. Japan and India have a lot in common with us. Japan's agricultural union and India's "green revolution" are very impressive. The fourth section points out that going to market is the way for food security in our country. After joining WTO, our country will be able to actively participate in the international food market, show our competitive advantages, and realize food security in a global environment. Currently, coastal regions have implemented market reforms and have made major break-troughs. With further improvement in China's market system, plus a good understanding of the importance of the food problem, food security will be successfully achieved. |
