System project is composed to an organism by many reciprocal sub-projects. In order to make the whole system work, the sub-projects have to be organized correctly and connected rationally. Consequently, the risk of system project is bigger than the total risk of sub-projects, and then more difficulties are added to the control and evaluation for system project. According to the theory of project management, the prerequisite for project evaluation is an effective control system. Then the core of control and evaluation is to build a scientific control system. This control system should not only give scientific prediction during the planning period, but also give rational program. Furthermore, the control system should correctly evaluate the effectiveness of a project and respond to discrepancy during the implementation.Therefore, the key question is how to build a control system for a system project. Combined with theories in project management human resources management, behavior organization, and other related organization theories, this thesis studied how to build the control system for system project. This study used the intelligence gas charge system project of Sichuan Hai Li Electrical Instrument Manufacturing limited Company as model, and was based on the control and evaluation systems for the related sub-projects. Firstly, I introduce the theories of system project management, include definition of system project, theories of project management, theories of human resources management, theories of behavior organization. Then I introduce the situation of Sichuan Hai Li Electrical Instrument Manufacturing limited Company and ground system project, find problems in this company's system project management. Thirdly I try to solve the problems. The following aspects of the control system for system project were emphatically discussed: the possibility and advantage of using earned-value analysis methods in system project control, how to erect the controlsystem of system project, how to joint the earned-value analysis and theories of human resources management, how to erect the evaluation and reward-penalty-inspiration system for personnel. Finally, I use new method of system project management in ground system project, find disadvantages in the new method of system project management, for reforming the new method of system project management, I use earned-value analysis and FMEA control the risk of system project and joining the earned-value analysis and management modification. Through this study, I hope to provide valuable reference to the control process and benefit evaluation for system project development.
